PKBI, or The Indonesian Planned Parenthood Association (IPPA), was established on December 23rd of 1957 in Jakarta, Indonesia as a non-governmental organization. This association is founded upon the goal of bringing safety to mothers and children. The inspiration for this association came from its founders, Dr. R Soeharto (a private doctor of Bung Karno) and his colleagues, who were concerned with the high mortality rate among mothers and children in 1957.

The mortality rate for mothers was incredibly high amongst the general population due to bleeding from frequent births. Simultaneously, child mortality rates were high due to children being born from unhealthy pregnancies rife with malnutrition and lack of care. To realize their lofty dreams, the founders of the association agreed to create a non-governmental organization with the name Perkumpulan Keluarga Berencana Indonesia (PKBI, or The Indonesian Planned Parenthood Association (IPPA)). In 1959, PKBI became a member of the International Planned Parenthood Federation based in London.

PKBI DIY (IPPA Yogyakarta’s Chapter) was established in 1967, 10 years after the establishment of PKBI. Initially, PKBI DIY began only as a training place from the PKBI center. However, as it developed, PKBI DIY began programs for teenagers, husbands and wives and unmarried women. Since then, PKBI DIY has begun to work with communities such as the waria community, the LGBTQ+ community, domestic workers, and slave laborers.
